China Unveils Ambitious 10-Year Plan to Bolster Food Security by 2035

China has introduced a comprehensive 10-year strategy aimed at transforming the nation into an agricultural powerhouse and ensuring a stable food supply by 2035. The plan focuses on enhancing food security, modernizing agriculture, driving technological innovation, and revitalizing rural areas. A key objective is to achieve a grain output capacity of approximately 700 million metric tons by 2027, thereby strengthening self-sufficiency in essential crops and increasing global competitiveness. ​

This initiative arises amid escalating tensions with the United States, economic deceleration, and challenges posed by climate change. China, currently heavily reliant on food imports from countries like Brazil and the U.S., aims to diversify its import sources and boost domestic production. In 2024, the country recorded a grain production exceeding 700 million metric tons, reflecting progress toward these goals. ​

The plan outlines several strategies, including stabilizing rice and wheat production, developing root vegetables and mixed grains suited to local conditions, and tapping into the potential of oilseeds like rapeseed and peanuts. Additionally, it emphasizes advancements in biotechnology, such as cultivating high-yield soybeans and salt-alkali-tolerant crops. To accelerate agricultural innovation, China intends to bolster national agricultural science and technology capabilities, support fundamental research, and foster leading agricultural technology enterprises. The plan also focuses on enhancing the quality of the hog and dairy industries to further strengthen food security. ​
